The proposal at 33 Norfolk St would add 19 homes in a 5-story building in the Mission. The project followed the AB 2011 ministerial pathway. The June 2019 dossier update records the review as complete, and the tracker now treats feasibility as ineligible because the project is complete.
The site began as a two-story office building beside a five-space surface parking and storage lot. In November 2017, San Francisco Planning found that neither the building nor the site qualified as a historic resource or belonged to a historic district. The Entertainment Commission reviewed potential noise impacts in March 2018 because the property abuts nightlife venues along 11th Street.
Later reporting showed continued efforts to revise the project. SocketSite reported in April 2021 that permits issued in 2019 had not led to a groundbreaking. SIA Consulting had prepared an alternative with 24 units across six stories, two automobile spaces, and 24 bicycle spaces. In November 2022, SocketSite reported that revised plans restored a 30-foot rear sound wall while the new-building permit remained on hold. SFYIMBY identified Paramount Estate LLC as the sponsor and SIA Consulting Corporation as the designer of a five-story proposal with four automobile spaces, 12 bicycle spaces, and an estimated construction cost of $6.3 million.
The latest site account retained the existing office and industrial building and adjacent parking and storage area. Enzyme Community Center SF later operated an unauthorized nighttime-entertainment use there before reportedly vacating in December 2024. On May 7, 2025, the Board of Appeals voted 4-0 to uphold a violation involving the unauthorized use, unpermitted work, and a restroom built without permits.
