A 23-unit housing proposal at 400 Upper Ter secured entitlement in August 2026, moving the Haight Ashbury project through standard entitlement review. Whitfield Architects filed the application in May 2026, and assigned planner Kalani Alcala oversaw the review. The proposal calls for a 4-story building with 0 affordable units.
The project would replace or redevelop a fire-damaged apartment property with a difficult recent history. Public property records updated in February 2026 describe the existing structure as a 21-unit, three-story apartment building constructed in 1964 on a 10,201-square-foot lot.
On April 4, 2022, a two-alarm fire displaced 40 residents and injured a firefighter, the San Francisco Chronicle reported. Firefighters rescued two occupants and a cat. The San Francisco Fire Department said the narrow, dead-end Upper Terrace delayed responding units.
The property remained troubled well after the fire. A November 17, 2025 complaint to the Department of Building Inspection described the building as vacant and still damaged, citing an unrepaired roof and upper-floor conditions that raised concern about a rain-related collapse.
The planning record shows a relatively direct entitlement process, with 0 dormancy periods and 0 dead planning records at the parcel. The parcel has 6 prior permits. The proposal reached entitlement in August 2026 after its May 2026 filing, compared with a typical 9 months to permit.
The project joins a Haight Ashbury pipeline containing 16 projects and 339 units. Entitlement establishes the planning approval, but the record does not list an issued permit or completed project. The latest update therefore marks a significant approval while leaving construction timing unresolved.
