The Story So Far

A permit dossier filed in August 2026 proposes 243 homes in a 6-story building at 198 Wisteria Ln in West of Twin Peaks. The project seeks AB 2011 ministerial approval and remains in review. The parcel has 1 prior permit and no dead planning records.

The proposal represents the latest market-rate component of the broader Balboa Reservoir redevelopment. The Board of Supervisors approved the 1,100-home master development on August 11, 2020, the San Francisco Chronicle reported. That approval followed a redevelopment effort dating to the 1960s and opposition from City College faculty and students concerned about parking loss and the need for more affordable and educator housing.

An earlier plan for Blocks C and D called for 249 market-rate apartments, a shared 148-car garage, and storage for 214 bicycles, according to SF YIMBY. AvalonBay served as developer and PYATOK as architect. A city loan evaluation later said AvalonBay paused its market-rate work in January 2023 as townhome market conditions deteriorated. The Chronicle reported in March 2025 that rising interest rates and construction costs had made the market-rate component infeasible, shifting the initial phase toward fully subsidized apartments.

Phase 1A infrastructure construction began in November 2025 on the former 17-acre City College surface parking area, according to the development team. The work includes site infrastructure and two affordable-housing buildings. On April 4, 2026, the development team presented updated designs for AvalonBay's Buildings C, D, and G and requested community feedback before formal permitting.

The new dossier moves the 243-home proposal into city review, but the tracker’s feasibility model indicates that it does not currently pencil. Its projected yield on cost is 4.5, compared with a required 6.5, leaving it 204 basis points below the target. The neighborhood pipeline contains 19 projects totaling 1426 units.
